Bally’s Chicago has paused construction on a 34-story hotel and other non-gaming elements of its $1.7 billion casino complex in the River West neighborhood of the city.

According to ENR Midwest, Bally’s sent a notice earlier this month to its contracting partner, Chicago Community Builders Collective, expressing concerns about the city’s recent legalization of video gaming terminals. The company believes this development could threaten its casino business.
The work stoppage has impacted non-gaming amenities, including a 34-story hotel, restaurants, and an events center.
The company stated:
“The potential for an uncontrolled proliferation of video gambling terminals is in breach of the city’s commitment not to expand gaming in the Host Community Agreement and creates uncertainty that could be harmful for Bally’s Chicago prospects.”
Despite this delay, Bally’s maintains that the casino is still scheduled to open in early 2027.
